Dr. Fabricia da Hora Pereira is a Public Policy Strategist and Socioeconomic Evaluator with more than 13 years of experience at the intersection of homelessness policy, gender-based violence, migration, civil rights and housing instability. She holds a Ph.D. and a Master’s degree in Social Policy and a B.A. in Social Work, and is based in Los Angeles.
Her work operates on two connected levels. At the policy level, she examines how policies, public systems and institutional responses shape outcomes: designing institutional frameworks, strengthening governance and accountability, and facilitating collaboration across organizations with different mandates in housing, social protection, gender and migration.
At the individual-case level, she has conducted more than 300 socioeconomic evaluations in judicial cases involving victims and survivors of violence, particularly women facing domestic violence, displacement and housing risk in Brazil, giving courts and legal teams a grounded understanding of the social dimensions of each case.
In Los Angeles, she participates in the Research Committee and Race Equity Committee of the USC Homelessness Policy Research Institute (HPRI), engaging researchers, policymakers, service providers and community stakeholders to advance evidence-informed, equity-centered responses to homelessness.
