Dr. Fabricia da Hora Pereira is the Founder and Principal Consultant of Hora Public Policy Consulting. She brings more than 15 years of experience across government, research and public service, working at the intersection of human rights, civil rights, public policy and institutional accountability.

Based in Los Angeles, she works with public agencies, oversight bodies, academic institutions, nonprofits and legal teams in the United States and Latin America. Her practice combines policy research, program evaluation, institutional assessment, strategic advisory, expert analysis and capacity building.

Her work has supported more than 300 judicial and institutional cases through expert reports, socioeconomic assessments and psychosocial analysis. She has also trained more than 500 public officials and practitioners. She holds a Ph.D. and a Master’s degree in Social Policy, speaks English, Portuguese and Spanish, and is currently pursuing legal education in Los Angeles.
